POLICE AUTHORITY MEMBER APPOINTED AS CHAIR OF NEWLY FORMED NATIONAL POLICING IMPROVEMENT AGENCY

Hertfordshire Police Authority member, Peter Holland CBE, has recently been appointed as Chairman of the newly formed National Policing Improvement Agency (NPIA).

Peter has been a member of the Authority since it was first set up in 1995 and his knowledge and expertise will be greatly missed.

Peter Holland said, “ I am extremely pleased and privileged to have the opportunity to take on this new and exciting role. The National Policing Improvement Agency will be a dynamic and forward looking organisation that is both led and owned by the police. I am convinced that the NPIA will support and equip the police service to protect and secure our communities even better.”

Hertfordshire Police Authority Chairman, Ian Laidlaw-Dickson said, “ I am delighted with the news that the Home Secretary has appointed Peter to this very important position which will be hugely influential in improving policing over the coming years. Peter's experience of the work of police authorities will ensure that the NPIA will produce the material which will be really relevant to policing.”

Hertfordshire Chief Constable Frank Whiteley said, “ As both a member and former Chairman of Hertfordshire Police Authority, Peter Holland has been a challenging and constructive supporter of Hertfordshire Constabulary and has overseen the

continuing development and improvement of policing in Hertfordshire. We wish him well in his new role and know that the National Policing Improvement Agency will benefit from his considerable experience and acumen."

The NPIA is a new body that will support forces to improve the way they work across various areas of policing. It will replace the existing national policing organisations such as the Police Information Technology Organisation (PITO) and Centrex and take on some new work needed to support national policing improvement.

The NPIA will be operational, subject to legislation, from 1 April 2007. The main focus will be on England and Wales with a strong relationship with policing bodies in Scotland and Northern Ireland. Having a single organisation responsible for co-ordinating this work will ensure that accountability is clear and duplication of work is avoided.

Peter is due to take up his new role from 11 September, and formally begins with the NPIA from April 2007. In the meantime Peter will continue as a member of Hertfordshire Police Authority.
