Full Authority

The Full Authority ensures the maintenance of an efficient and effective police force for the area; considers and approves the three-year Policing Plan; sets the annual capital and revenue budget and precept level for the area and monitors the Chief Constable’s performance against the Plan.

Scrutiny Committee

The Committee monitors the performance of the Constabulary against the targets in the three-year Policing Plan. In order to achieve this, the Committee establishes and quality assure time-limited topic groups to investigate any particular issues that merit more detailed scrutiny.

Community Engagement Committee

The Committee oversees the statutory duties of the Police Authority with regard to public consultation and engagement and complaints. It also monitors other issues such as partnership working, arrangements for Independent Custody Visitors and professional standards matters.

Resources Committee

The Committee examines the draft revenue and capital budgets for the ensuing year and recommends to the Full Authority a budget and precept level set in accordance with the Policing Plan.

Standards Committee

The purpose of the Committee is to promote and maintain high standards of conduct by members of the Authority and to assist members observe the Code of Conduct. This includes training and the determination of complaints against members.

Audit Committee

The Committee reviews the Authority’s internal and external audit plans and systems, including delivery and the risk management process. It also considers and approves the Governance Statement, Statement of Accounts, Statement on Internal Control and the Annual Audit letter.

Human Resources Committee

The Committee arranges for the appointment of Independent members and considers all matters relating to the recruitment, retention, training, development, equal opportunities, diversity and conditions of service for police officers and civilian staff. In addition, the Committee overviews the Authority’s for Health and Safety issues.

Chief Officer Personnel Committee

The Committee meets at least annually to consider Chief Officer performance, and in addition considers police officer appeals, appoints Chief Officers, determines all locally agreed terms and conditions for Chief Officers and considers any investigations of complaints against Chief Officers.

Policy and Planning Committee

The Committee works with the Constabulary to prepare and recommend to the Full Authority a three-year rolling strategic plan and consider how this is published. The Committee also prepares the annual report, oversees the Authority’s contributions to collaboration with Bedfordshire and other collaboration matters, and monitors the contribution of the Authority to the Association of Police Authorities.
