Best Value was
launched in April 2000 and places a duty on the Police Authority
to make sure that police services provided in Hertfordshire
are the most economical, efficient and effective that we can
offer. Best Value ensures that Hertfordshire Constabulary
continues to provide a well managed service that links closely
with the public, other agencies - and anyone with an interest
in our service and suppliers.
We have continued regularly to seek the
views of the public. Consultation is not simply about one
group listening while the other speaks, but a sharing of views
and expertise. We are working with the public to make sure
our services are continually improved and meet local needs.
To meet the requirements of Best Value we must assess all
of our services over a five-year period. Each review team
has two Police Authority members working alongside a core
team of police officers and staff. A key requirement of the
Best Value process is that each service is subjected to the
Four C's:

Challenging
how, why and by whom the service is being provided.
•
Comparing
our performance with the performance of others across
a wide range of relevant indicators.
•
Consulting
with local taxpayers, service users, partners, and the
wider business community.
•
Competing
fairly and openly wherever practicable as a means of securing
efficient and effective services.
To ensure that the legal requirements are
met, the Best Value arrangements and the resulting reviews
are audited and inspected by District Audit (part of the Audit
Commission) and Her Majesty’s Inspectorate of Constabulary
(HMIC).
We are now in the fourth year of Best Value
and are currently in the process of undertaking three reviews
(our 16th, 17th and 18th ).
